      George wants to know why a lot of people are now taking ballroom dancing lessons, given that pretty much no one did in the 1980s and early 1990s. Boris replies that once a lot of people started learning some ballroom dances in 1995, this spread to other ballroom dances as well. But George’s question hasn’t really been addressed: Why did a lot of people start learning some ballroom dances in 1995, given that pretty much no one did in the 1980s and early 1990s?  Answer choice D captures what Boris has failed to address in attempting to answer George’s question.

      Danny hit the nail on the head — George is asking, “Why is ballroom dancing popular when it wasn’t before?” and Boris basically responds “Because it got really popular!” — without addressing the why.
